On September 21st at approximately 2:30 pm officers with the Wichita Falls Police Department observed two subjects looking over the back fence of a residence in the 1400 block of Monroe. Due to recent burglaries in the area officers spoke with the subjects who identified themselves as 36 year old Rodney Payne and 42 year old Shannon Mitchell. Payne’s true identity was later discovered to be Christopher Payne.
Both subjects were carrying backpacks and consented to a search at which time officers located 3.6 grams of methamphetamine and various drug paraphernalia to include digital scales on Payne and 2.5 grams of methamphetamine, 11.5 grams of marijuana and various drug paraphernalia to include small plastic baggies and a digital scale on Mitchell.
Both subjects were arrested and transported to the Wichita County jail. Payne was charged with manufacturing and delivery of a controlled substance in penalty group one, failure to identify and possession of drug paraphernalia along with an active warrant that he had. Mitchell was charged with manufacturing and delivery of a controlled substance in penalty group one, possession of marijuana and possession of drug paraphernalia.
