23 year old Jermar Jamie Fuller of Wichita Falls has been arrested and charged with Capital Murder in connection with the double homicide of William Rankin and David Phillips Jr. The recommended bond is $4 million. He is currently at the Dallam – Hartley County Jail
On October 10th at approximately 11:30 am officers with the Wichita Falls Police Department were dispatched to the 1300 block of North 3rd for a check welfare. Upon arrival officers located the deceased bodies of Rankin and Phillips inside a residence. They had both died from gunshot wounds.
Detectives responded to the scene and began their investigation. One of the witnesses stated that about an hour before the victims were discovered they saw a black male walking out of the residence and leave in a red in color four door sedan.
On Oct 13th Detectives received word that on Oct 10th Fuller had led a DPS Trooper on a pursuit after the Trooper attempted to stop him for speeding. The pursuit ended when Fuller lost control of the vehicle he was driving, a red four door 2011 Toyota Corolla, and crashed. Fuller was transported to the Dallam – Hartley County jail.
During the inventory of the vehicle that Fuller had been driving officers located two semi-auto handguns; a 9mm and a .380. The .380 had what appeared to be blood on it and the 9mm had been reported stolen out of Wichita Falls in July 2016. Fuller was also found to be in possession of a large amount of cash.
On Oct 14th WFPD Detectives travelled to Dumas, Texas and Dalhart, Texas for the purpose of executing three search warrants for Fuller’s jail property, person (DNA) and vehicle. Detectives also recovered the two handguns.
On Oct 19th WFPD Detectives transported all ballistic evidence to the Texas Department of Public Safety Crime Lab in Garland Texas.
On Oct 21st WFPD Detectives received verbal confirmation from Forensics that the shell casings that were recovered at the scene had been fired from the 9mm that was recovered from Fuller. Forensics also confirmed that projectiles recovered from Rankin and Phillips had also been fired from the same 9mm.
