Saturday, August 13th at approximately 8:00 pm officers with the Wichita Falls Police Department observed a white 1993 Cadillac Deville in the area of 13th and Broad. It was occupied by the driver and a female passenger. Officers recognized the driver as 49 year old Victor Palmer and knew that he did not have a valid driver’s license. Officers initiated a traffic stop and while approaching the vehicle observed Palmer and the passenger moving around in the vehicle with their hands near the center console.
Palmer gave consent for officers to search the vehicle at which time they located a bag containing a green leafy substance in the center console. It field tested positive for marijuana. At this time Palmer was placed under arrest. The female passenger was identified as 33 year old Stacey Quisenberry. Quisenberry was found to be in possession of drug paraphernalia. She was also placed under arrest and they both were transported to the Wichita County jail.
Upon arrival to the jail Quisenbeery was searched and was found to be in possession of two clear plastic baggies that contained a white crystal like substance that field tested positive for methamphetamine. The total weight was 4.34 grams.
Quisenberry was charged with manufacture or delivery of a controlled substance in penalty group 1 over 4 grams under 200 grams and possession of drug paraphernalia.
Palmer was charged with possession of marijuana under 2 ounces.
